In Yakima, occupying the right-of-way short-term, for example to place a dumpster on the street, requires a right-of-way use permit through the Engineering Division; a short-term permit (under 30 days) has a $164 application fee and is issued only after proof of liability insurance naming the city. In residential districts, a vehicle longer than 20 feet may not be parked on the street for more than one continuous hour except for expeditious loading or unloading, and no one may park within 10 feet of a curbside mailbox from 8 a.m. to 5 p.m. except Sundays and holidays. Downtown snow routes are where cars may be towed if plows need to get through during storms of 3 inches or more.
