In Bloomington, Parking Services handles permits for PODs, dumpsters and moving trucks on city streets, needs at least 48 hours' notice and can't offer same-day service because No Parking signs must go up 24 hours in advance; the Engineering Department decides case by case whether a Right-of-Way Use permit is also needed.
