St. Paul rules for moving trucks, trailers and containers.
Key rule: In St. Paul, putting a storage container or other equipment in the street, or using a parking lane, takes a right-of-way obstruction permit from Public Works, and a container's permit must be in place before it is dropped.
In St. Paul, anything placed in the street or parking lane, including a storage container or dumpster, needs a right-of-way obstruction permit; dumpster permits must come from a city-licensed solid waste hauler, and containers must sit as close to the curb as possible and come off the street during a declared snow emergency. Vehicles can't stay parked on a street for more than 48 hours, and some neighborhoods are permit-parking areas where visitors use a visitor permit or a one-day hang tag. Snow emergencies start with night plow routes at 9 p.m. and day plow routes at 8 a.m. the next day.
