Key rule: In Altoona, a trailer may not be parked on any city street or alley unless it is attached to a motor vehicle, and closing or materially blocking a street or alley requires 48 hours' notice to the Public Works Department and its approval.
In Altoona, a trailer parked on a street or alley must stay hitched to a motor vehicle, and anyone who will close or materially impede traffic on a street or alley must give Public Works 48 hours' notice and get its approval. Waste dumpsters are barred from streets, sidewalks and the right-of-way except under a temporary city permit, and a storage container kept on a property needs a temporary permit from the Zoning Officer that expires after six months.
