Parking and permits

Carmel rules for moving trucks, trailers and containers.

Key rule: In Carmel, restricting vehicle or pedestrian traffic in the city's right-of-way needs a Right-of-Way permit from the Engineering Department, applied for through the city's online permit portal.

In Carmel, the Engineering Department requires a Right-of-Way permit for any restriction of vehicle or pedestrian traffic in the city's right-of-way, with a License and Permit bond of at least $5,000, and lane or path closures may first need Board of Public Works and Safety approval. The city code bars freight vehicles of one-ton capacity or more and vehicles over 20 feet from parking on city streets except while loading or unloading freight, and limits trailers and long commercial vehicles in residential districts to four hours unless they are delivering to the property. Near Carmel Clay schools, signed streets are no-parking on school days from 7 a.m. to 5 p.m., with an exception for deliveries to neighboring homes.
