Dubuque rules for moving trucks, trailers and containers.
Key rule: In Dubuque, a truck, van or other vehicle carrying freight or merchandise may not be parked in front of another person's home so as to block access to it for longer than is reasonably necessary.
In Dubuque, City Code Section 9-14-321.607 bars trucks, vans and other freight vehicles from standing in front of someone else's home so as to block access for longer than reasonably necessary, and Section 10-1-4 requires the city manager's written permission before anything is placed in a street, alley or sidewalk. When 3 inches or more of snow falls, the city manager can declare snow route parking limits on signed routes, and a snow emergency bans overnight parking on the odd-numbered side of arterial streets. Some neighborhoods are Residential Parking Permit Districts, where visitors need one of the household's visitor permits.
