Parking and permits

Norfolk rules for moving trucks, trailers and containers.

Key rule: In Norfolk, trucks and trailers may not be parked at any time in residence districts, but the ban does not apply to a vehicle actively engaged in loading or unloading.

In Norfolk, City Code 25-293 bars trucks, trailers and business vans from parking at any time in residence districts and from 10 p.m. to 6 a.m. on other city streets, with an exception for vehicles actively loading or unloading; trailers left unhitched on any street are not allowed at all. The chief of police or director of public works can issue a temporary permit that changes parking rules on a street for a $40 fee. Residential permit zones give each household one free visitor pass with extra 30-day passes at $2, and dumpsters need a permit from the Norfolk Department of Public Health while portable storage units go through City Planning.

Can I reserve or clear street parking for a move in Norfolk?

City Code 25-285 lets the chief of police or the director of public works temporarily prohibit or allow parking on a street, and charges $40 for each such permit. The code does not describe a moving-specific application.

Where can movers park in a Norfolk residential permit zone?

Each household can get one free yearly visitor pass and buy extra 30-day visitor passes for $2. Passes go on the dashboard, and no license plate is needed.
